The Russians currently are focused on keeping as much of the land as they now have, in the expectation that they can outlast Ukraine and the west as the fighting goes on. Their current army has ambitions to reach 1.1 million, but is actually about 600,000 at most. Given that the Ukrainians are prepared to fight for their independent survival, the Russians would need an army of around 4-6 million, all in Ukraine itself, to keep order among a recalcitrant population.
